From the United Nations to Obama's jungle

Though the world is now looking at the General Assembly in NY for the climate change issue, it is no secret that the United Nations has been losing power in the last decades.

Though there was no legal basis for the attack on Afghanistan in 2001, it has been 2003 war in Iraq which really had a negative impact on the image and credibility of the United Nations. Since then, right after Kofi Annan finished his mandate in 2006, the United Nations has disappeared from the international scene, especially in conflict issues management (like conflict prevention, peacekeeping and peacebuilding). Furthermore, financial problems and continuos funding gap, together with the lack of an outstanding Secretary General, turn out to be the coup de grace on the Wilsonian world order built after WWII was over. 

Now, as ISIS is gaining ground in Syria, and Al-Qaeda is back on the scene, the hesitating world community is putting together a coalition of countries whose mission and objectives are not so clear. A coalition formally led from Obama's United States and France, without any UN blessing at all. 

At least, in 2001 (Afghanistan) and 2003 (Iraq) the UN was somehow called to have a prominent role on both issues. Even if the Charter's principles were not respected.
On top of that, while at that time the Security Council monopoly on the use of force -whose only exception is given by Art.51 of the UN Charter- was clearly violated, at this time an international legal basis to attack ISIS existed. Nevertheless, countries keep playing their own military strategies careless of international treaties and agreements which, now yes, would allow them to defend Iraq and Syria (UN Member States), and also the whole region, from an international security threat. 

This can only mean one thing for our beloved international organization: that once again, the UN is failing to prove itself as the keystone of world order. 

Heading to a multipolar world, as suggested by many international relations theories, probably means going in the direction of a world without any specific country leadership (neither the US nor China). We know Obama is a supporter of a new multipolar world order, and his foreign policy proves it; but if things keep working just like this, with a weakened United Nations and America on the edge of a new wave of isolationism in international politics, what we will have, more than a multipolar world, will be a jungle.

Certo rivedere Obama eletto, sentire il suo discorso sull'eguaglianza dei diritti, su quel paese che a sprazzi sembra avvilupato troppo su se stesso, ascoltare il suo "the best is yet to come", il meglio deve ancora venire. Beh tutto questo ha ancora il suo effetto. Così come vedere il tweet più retweettato di sempre, con l'immancabile Michelle. Nonostante la crisi, nonostante le tante promesse non mantenute, l'arte oratoria di Barack Obama riesce ancora a sedurre. Eppure, elettori democratici americani e cittadini europei a parte, l'elezione di Obama non è riuscita a sedurre i mercati internazionali, con le borse europee tutte in rosso e il Dow Jones che oggi ha chiuso a -2,13%. Ma non è tutto. Nella stessa giornata in cui il sogno americano da a sè stesso la sua seconda possibilità, in un "yes we can" atto secondo, le agenzie di rating alzano il cartellino rosso contro gli USA. Se infatti la spesa pubblica americana non verrà contenuta adeguatamente, la prima economia del mondo potrebbe subire lo storico declassamento da parte di Moody's e Fitch. A far scattare l'allarme, la possibilità di un mancato accordo tra repubblicani e democratici sul cosiddetto fiscal cliff, il pacchetto di sgravi fiscali messi a punto dall'amministrazione uscente per rilanciare l'economia del paese e le cui risorse scadranno il prossimo gennaio. Dove Obama troverà le risorse per rifinanziare un nuovo eventuale pacchetto di aiuti resta un mistero. D'altronde, l'economia (assieme alla politica estera) sono sempre stati il tallone d'Achille di Barack. Quel che è certo è che a poche ore dall'elezione del suo presidente, la finanza americana sembra battere cassa anche nei confronti della madre patria. E' il segno questo che ormai non si tratta più di finanza americana o inglese ma di una finanza globale con sede legale negli States o nella city londinese. Una finanza fluida e immateriale, ma soprattutto in grado di influenzare pesantemente le scelte del congresso americano così come quelle del parlamento britannico e in parte quelle di Bruxelles. Una finanza ormai a briglie sciolte e in grado di rovinare la festa del resuscitato sogno americano.

Se il buongiorno si vede dal mattino, il secondo mandato di Obama non sarà affatto una passeggiata.

"Six decades of peace and democracy in Europe"

"For over six decades contributed to the advancement of peace and reconciliation, democracy and human rights in Europe"

With this motivation, last Friday the Oslo academy decided the Nobel Peace Prize for the European Union. Many have criticised the decision as happened in 2009 for Barack Obama's Nobel. At that time, I agreed on that criticism since Obama had not proven yet to deserve such a prize. His administration had really little time to cope with world peace. One year was not enough either for him or any other one. I believe that on that occasion political marketing prevailed over reality. A good intention does not exactly mean a good action. It is a plus, of course. Especially after a decade of US politics inspired to Bush JR's "hawky" wars. But that doesn't make of Obama ... more on #USofEurope
